Commercial Fishing

On September 5, 2010, Officer Tavares arrested a commercial lobsterman from the Groton area on charges of stealing/possession of lobster gear. This arrest was the result of a month long investigation that included surveillance and statements from witnesses that stemmed from complaints from a commercial lobsterman fishing in Fisher’s Island Sound that was missing numerous lobster pots he believed were stolen. Officer Tavares prepared an arrest warrant which was served on the suspect September 5th.


Sport Fishing

The month of September was busy for Marine District Officers who made over fifty marine fishing arrests. Most of the offenses were for violations involving Scup, Black Sea Bass, Blackfish, Striped Bass and fishing without a license. In a one week period in the Central Marine Sector, Officers arrested individuals for 333 undersize fish, mostly Scup, and 306 over the possession limit resulting in potential fines of over $5000 dollars. In a separate incident on the September 24th, Officer Chemacki arrested six individuals, seizing 283 Scup, 22 of which were undersize in Niantic.

Parks

On the 24th of September Officer Lambert found an unresponsive, unconscious female at Rocky Neck Beach State Park who apparently attempted suicide by ingesting an overdose of prescription medication. She was transported to Lawrence and Memorial Hospital, New London and was last reported to be in stable condition. Office Lambert’s quick response and attention to duty was credited with saving the victims life.


Dangerous Animals

On September 10, 2010, Officer Samorajczyk responded to a complaint of illegal possession of alligators in Stamford. The two alligators were confiscated by the local Animal Control Officer who was working with the Stamford Police Dept. While serving a search warrant on a residence, the police department discovered the two alligators. The alligators were turned over to Rainforest Reptiles in Massachusetts, a licensed rehabilitator.





Eastern District

On 9/10/10, EnCon Police Officer Williams responded to a request for assistance to the Willimantic Police Department that involved shots fired at a deer. Upon his arrival, Officer Williams was told that an individual had spotted a six point buck in a back yard and retrieved his shotgun from his vehicle and shot at the deer with bird shot. An inspection of the area revealed that the deer had not been struck but a neighboring house did. Bird shot had penetrated the vinyl siding. Willimantic PD arrested the subject for Unlawful discharge of a firearm, Breach of Peace, 2 counts of negligent hunting and 3 counts of Reckless Endangerment.

On 9/18/10, EnCon Police Officers Williams and Pettus responded to Chaplin for a report of a fall from a tree stand. Upon arrival, the officers found that a male subject who was going to bow hunt for deer had fallen approximately 15’ from a ladder as he was putting his stand up. The Massachusetts resident was flown to Hartford Hospital with critical injuries. The investigation is ongoing.

On 9/18/10, EnCon Police Officer Arsenault responded to Hopeville Pond State Campground in Griswold for an ongoing altercation. Upon his arrival, Officer Arsenault found that a male and female had a physical altercation and the male had suffered a serious eye injury and was transported to Backus Hospital. The female was charged with Assault 2nd degree, Risk of injury to a minor and Violation of a protective order. The male was charged with Breach of peace and Violation of a protective order. A minor who was present during the altercation was picked up by her grandmother.

Eastern District officers were still busy on the water after Labor Day. During the month of September, officers issued 11 infractions and 12 written warnings to boaters with the majority being safety related.

Western District:

Illegal boater arrested in Cornwall

On September 3, 2010, EnCon Police Officers Tate Begley and Keith Williams responded to a complaint of a boat with a motor being operated on Cream Hill Lake in Cornwall. By regulation the use of any type of motor is prohibited on this lake. Officer Williams observed the boat being powered by an electric trolling motor. He also observed the operator occasional use a set of oars to make it look like he was rowing the boat. There had been a number of complaints at the lake previously regarding someone accessing the lake by trespassing on posted private property.
Officer Williams and Begley approached the boat when it landed on shore and determined that the boat operator and his passenger had accessed the lake over the posted private property and launched the boat. Access to the lake was by way of a private driveway with a locked metal gate on it. Officers Williams and Begley determined that the operator of the boat had cut the lock off the gate and replaced it with his own. The subject was arrested for a number of boating violations and warned not to return to the lake through private property.

Untimely death at Lovers Leap State Park

On September 11, 2010, EnCon Police Officers Jeff Bruno and Sean Buckley responded to a report of an individual falling off the cliff at Lovers Leap State Park in New Milford. Upon arrival at the scene the officers were met by members of the New Milford Police and Fire Departments. The subject had fallen over 25 feet down a cliff into Lake Lillinonah suffering significant head injuries in the process. The subject was transported to New Milford Hospital then to Hartford Hospital by Lifestar. The subject was pronounced dead at Hartford Hospital.

ATV accident in state forest

On September 12, 2010, EnCon Police Officer Tim Hill responded to a report of an ATV accident in Tunxis State Forest in Hartland. Officer Hill determined that three individuals were illegally riding in Tunxis State Forest when one subject, who was riding a dirt bike, crashed breaking both legs and one of his wrists. The subject was transported to the hospital by Lifestar. All three subjects were arrested by Officer Hill for illegally operating in the state forest.

Illegal ATVs interfering with goose hunters

On September 23, 2010, EnCon Police Officer Tim Hill responded to a complaint of illegal ATVs in John Minetto State Park in Torrington. The ATVs were riding near the dam near where legal goose hunting was taking place. Officer Hill apprehended three individuals with ATVs, made arrests and evicted the individuals from the park.


Connecticut EnCon Officers teach and attend annual Hunting Incident Investigation Academy

From September 24th through September 30th, the International Hunter Education Association (IHEA) conducted their annual “Hunting Incident Investigation Academy” in Georgia. This program is a specialized crime scene investigation course for conservation law enforcement officers. Upon completion of the course officers will be prepared to conduct in-depth investigations of hunting related shootings, be able to properly document and secure evidence and make determinations as to the cause of the shooting.

The training cadre for the course was made up of experienced conservation law enforcement officers from Iowa, Florida, New York, Georgia and Connecticut. Connecticut EnCon Police Sergeant Keith Schneider and Officer Paul Hilli were selected by IHEA to serve as instructors for the course.

In addition to Sgt. Schneider and Officer Hilli serving as instructors, EnCon Police Officer Keith Williams completed the training program and has been assigned to the EnCon Police Hunting Incident Reconstruction Unit (HIRU). The EnCon HIRU is responsible for reconstructing hunting related shootings in Connecticut.

Hahahaha...they were just a little over the limit, somebody must of miss counted, give em a break for crying out loud
